Gonna start tomorrow and I have last minute issues

what's the difference between the 1600kcal 1400kcal and 1200kcal programs, and what is advisable to take? secondly, If I need to weigh in, should I do it after I get up out of bed, in the middle of the day, or before I sleep? Thanks
